What is RERA?

RERA is the Real Estate (Regulation and Development) Act, 2016 — a central government law that applies to every state in India including Odisha. It protects homebuyers from developers who take money without delivering homes. Before RERA, buyers had almost no legal recourse when developers delayed, diverted funds, or changed specifications. RERA changed that — permanently.

    Delayed possessionDevelopers can only claim force majeure delays. Indefinite delays are not permitted — compensation at SBI MCLR rate applies for every month of delay beyond the committed date.

    Fund diversion70% of all buyer payments must be deposited into a RERA-mandated ring-fenced account used only for that project's construction costs. Developers cannot redirect this money.

    Specification changesDevelopers cannot alter approved floor plans, amenities, or specifications after booking without your written consent. Any unauthorised change is a RERA violation.

    Information asymmetryAll project approvals, floor plans, quarterly construction reports, and bank account details must be publicly visible on the Odisha RERA portal — accessible to any buyer at any time.

Your Rights as a Buyer Under RERA

  • Right to form a residents' association after possession
  • Right to file a complaint with the Odisha RERA authority at no charge

How to Verify a RERA Number — 5 Steps

Visit rera.odisha.gov.in
The official Odisha Real Estate Regulatory Authority portal. Free and public — no registration required.

Click "Registered Projects"
Find the project search section in the main navigation of the portal.

Enter the RERA number
Format: RP/01/20XX/XXXX — copy it exactly from the developer's project page or brochure.

Verify four things
Project name matches. Developer name matches. Status is active. Approved floor plans match what you were shown.

Check the ring-fenced account
Confirm bank account details are published and the 70% rule is in force. If the number is not found — do not proceed with that developer.

Project approval and loan eligibility vary by lender and must be confirmed directly with the chosen bank. Commonly requested applicant documents may include:

Legal Verification & Registration
Before signing, your property lawyer must verify: clear title deed, approved layout plan, Environmental Clearance, RERA certificate, and all clauses in the sale agreement. Register at the Sub-Registrar's office. Stamp duty applies at Odisha government rates.
